Governments and economic development agencies, viewing universities as “knowledge factories”, nowadays seek to promote university-industry partnerships, technology transfer programs, and encourage universities to revise their educational curricula to match the skill demands of regional industries, as an important part of their “third stream” activities.

More recently, universities and public research organisations have placed increasing emphasis on their private ownership of IP, and consequently have had the incentive to adopt a more proactive role in IP and intangible assets development and exploitation, referring to this as the emergence of a “dual cognitive approach to academic science”, where academics seek to expand understanding and knowledge as well as seek opportunities to protect and commercialise their research results. In this “innovation model”, universities both adopt a proactive approach to IP and intangible assets development and exploitation and re-orient the type of R&D they are undertaking to bridge the gap between fundamental university research and its commercialisation.

Estimating the value of patents, and more generally the value of intangible assets, has been a well-researched topic in the legal / economic literature, in which various measures have been developed. These are based on patent citation, (foreign) application, licensing, patent renewal data, goodwill (stakeholders / students), know-how contained in educational process, knowledge transfer through scientific papers / patents. While some measures can be derived from patent data directly, others are more difficult to trace. On the other hand, studies exploring the value of university patents (e.g. by way of tracing patent citations) are rather “historical” in their orientation and tend to cover periods of patenting undertaken in the past and thus do not adequately provide a value estimation of recent university inventions, and more generally the value of its intangible assets.

  • “Market” value of universities taking into account its intangible assets

untitled2Alexandru Marin is Professor at University POLITEHNICA from Bucharest, Director of the Technology Transfer Office. He is an EU IPR Helpdesk Ambassador, fostering a network of regional IP focal points in cooperation with the Enterprise Europe Network, providing on-site training events in the different European countries, by participating in local awareness raising events, and by developing and disseminating a broad range of useful publications such as guidelines, checklists and fact sheets that deal with different aspects of IP – in business or in collaborative research. He is Project manager for an EU programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises (SMEs) – acronym PROSME: “Services in support of business and innovation”, in the frame of Enterprise Europe Network, offering information and assistance services regarding European economic environment, helping the enterprises, mainly SME’s, in developing their businesses at European Level, increasing their own competitiveness, by accessing European funding and programs.

Publication opportunities

The conference is organized by Society for Business Excellence and UNESCO Department for Business Administration on the 22-23 of March 2018 at The Bucharest University of Economic Studies, Faculty of Business Administration in Foreign Languages (FABIZ). The papers accepted at ICBE 2018 will be published in the conference proceedings, subject to author registration, payment and presentation.

The presented papers will be published in the Conference Proceedings volume under the German Publishing House De Gruyter and they will be indexed in EBSCO, Proquest, ExLibris, OCLC, Google Scholar, Microsoft Academic, CELDES, CNPIE, Naviga, and will be submitted to Thomson Reuters ISI Web of Science (WOS) Conference Proceedings Citation Index.

In addition, a selection of the best papers will be published in the international journal Management & Marketing. Challenges for the Knowledge Society by De Gruyter Open, indexed in Emerging Sources Citation Index (ESCI), Scopus, Proquest, Cabell’s Directory and more than 20 other international databases (www.degruyter.com/view/j/mmcks).

At the final ceremony, for scientific merits and rigour there will be granted two Excellence Awards, and for each section a Best paper award.

As a first step, we require a 300-word abstract which is to be received by the 1st of October 2017. Submissions must be made using the online submission form available at www.bizexcellence.ro/icbe and the final paper should be accompanied by publishing agreements and declaration of originality.
